India-Maldives cooperation towards Capacity Building of Maldives' Civil Servants

On 28 April 2022, a sending-off ceremony was organised at Maldives' Civil Services Commission for 11th batch of 40 Maldivian Civil Servants who are visiting National Centre for Good Governance (NCGG), New Delhi and Mussoorie to attend NCGG’s customised “Capacity Building Programme in Field of Administration for Civil Servants of Maldives" from 9th to 21st May 2022. The capacity building programme has been organised under the MoU on Civil Services between Civil Services Commission (CSC) and NCGG, which was signed during PM’s State Visit in June 2019.

High Commissioner attended the ceremony alongwith President, other members & officials of CSC and few participants of the batch.

President CSC in his address emphasised the benefits of such capacity building programmes to civil servants as they learn innovative & effective ways of good governance. He encouraged the participants to take full benefit of the opportunity and learn by sharing experiences with Indian civil servants.  

High Commissioner in his remarks mentioned the training & capacity building as a key pillar of India Maldives partnership. He conveyed happiness that, on the basis of mid-term review of the MoU in Jan 2022, for the calender year 2022-23 the number of batches has been increased as well as participants per batch has been increased from 30 to 40. He appreciated the fact that there is participation from various Ministries, local councils, health & educational institutions, etc as well as good representation of women. He observed that participation from local councils shall contribute to the decentralisation efforts of the Govt of Maldives.

Under the MoU, as on date, 10 batches of around 270 Civil Servants have been trained. Around 12-14 such programmes have been planned by NCGG in 2022-23 to achieve the target of capacity building of 1000 Maldivian civil servants in 5 years tenure of MoU.
