Short-Term Training Programmes Offered Under Indian Technical and Economic

COOPERATION (ITEC)/SPECIALCOMMONWEALTH ASSISTANCE FOR AFRICA (SCAAP) PROGRAMME

TheGovernment of India offers various short term training programmes underthe Indian Technical and Economic Cooperation (ITEC) programme toUganda, Rwanda and Burundi.  The ITEC programme is administered by theMinistry of External Affairs of the Government of India.

TheITEC Programme, fully funded by the Government of India, has evolvedand grown over the years. Under ITEC and its associated programme SCAAP(Special Commonwealth African Assistance Programme), 161 countries inAsia, Africa, East Europe, Latin America, the Caribbean as well asPacific and Small Island countries are invited to share in the Indiandevelopmental experience acquired over six decades of India's existenceas a free nation. As a result of different activities under thisprogramme, there is now a visible and growing awareness among othercountries about the competence of India as a provider of technicalknow-how and expertise as well as training opportunities, consultancyservices and feasibility studies. These programmes have generatedimmense goodwill and substantive cooperation among the developingcountries.

There are around 50 empanelled institutionsconducting more than 275 short, medium and long-term courses during theyear. The training programme is demand-driven and subjects selected areof interest to developing countries for their working professionals ona wide and diverse range of skills and disciplines.

A numberof trainees from Uganda, Rwanda and Burundi benefit every year from theprogramme. India has also sent professors to teach at one of theUgandan Universities under the programme. 

Under ITEC,trainees have been sent to attend courses in entrepreneurship, IT,audit, management, education, banking, biotechnology, journalism,communication, power transmission and distribution management andtechnologies, design of jigs and fixtures, advanced computer aidedmanufacturing, geo-informatics, instrumentation and data acquisitionsystem in fluid process, human resource planning and development,government accounts and financing, legislative drafting, parliamentaryprocedures, standardization and quality assurance, advanced fingerprint science & computers, information technology in lawenforcement, etc. From time to time, the Indian institutions alsodevise special courses, which meet the needs of the beneficiarycountries.
It may be noted that the High Commission of India,Kampala does not entertain applications directly from the candidates. Applications have to be routed through the nodal ministries of theGovernments of Uganda (Ministry of Foreign Affairs), Rwanda (Ministryof Foreign Affairs and Cooperation) and Burundi (Ministry of ExternalRelations and International Cooperation), as the case may be. It mayalso be noted that applications are also not to be submitted directlyto the institutions or to the Ministry of External Affairs. Allapplications are processed initially by the High Commission of India inKampala, after which they are sent to the Ministry of External Affairs,New Delhi. The Ministry of External Affairs coordinates with thetraining institutions for selection of candidates.
