1. GENERAL INFORMATION:

Your passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorized by you. If lost or stolen, the fact and circumstances should immediately be reported to the local police station and police report obtained; and to the nearest Indian Mission.

It is an offence under the Passports Act, 1967 to furnish false information in the application. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, willful damage of passport and for making unauthorized changes in the passport.

Your passport can be impounded or revoked by the Government of India under the provisions of the Passports Act, 1967, in which event you will have to surrender the passport to the nearest Indian Mission.

Mode of Payment of Fees :  Cash only (At counter)

Processing time of applications is reckoned from the date of receipt of completed application forms at High Commission of India.

A new passport can be applied for immediately on expiry, or up to one year before expiry, of any passport, which had an initial validity of ten years. The application for a new passport should be submitted along with the existing passport and the requisite fee of UGX 285,000/- for a 36-pages passport booklet and UGX-375,000/- for 60 pages passport booklet.

A Minor up to the age of 15 years is issued with a passport of five years’ validity for a fee of UGX 195,000/-. The minor’s passport application must be accompanied with attested copies of parents’ passports.

The issuance of a new passport depends on the clearance from the concerned authority in India.

Change in appearance : Applicants may apply for re-issue of valid passport for change in appearance subject to personal interview with the passport officer, whenever required. This will also apply to SIKH applicants who intend to go for re-issue of valid passport, renewal of passport due to change of appearance from turbanized photograph to clean shaven photograph and vice versa.

TATKAL Passport: This service has been suspended w.e.f. 25th November, 2015,  as foreign Governments/ Airlines may deny Travel, Visa or Entry to any person travelling due to strict enforcement of rules on Non Machine Readable Passports / Hand Written Passports.

2.         First Passport for a Child born in Uganda

 1.         A child born in Uganda shall be a citizen of India by descent, if either of the parents (father or mother) is an Indian citizen at the time of birth of the child and the birth of the child has been registered with The High Commission of India, Kampala within one year of the birth. Parents of the child have to submit a declaration that the child does not hold passport of another country.

3.         The birth registration form and Passport form must be signed by both parents. 
4.         Birth of the child MUST be registered with High Commission within one year.

3.         Reissue of passport for children under age of 15 years

4.         Reissue of passport for children aged between 15 to 18 years

5.         Reissue of passport for applicants over 18 year of age.

7.         Reissue of passport in lieu of damaged passport

9.      Reissue of passport for incorporation of the name of his/her spouse in case of marriage, remarriage or divorce: 

An applicant applying for re-issue of passport for incorporation of the name of his/her spouse;  A woman applying for change of name/surname in existing passport due to marriage;  Divorcees applying for change of name OR for deletion of spouse’s name in existing passport; Re-married applicants applying for change of name/spouse’s name in passport

5.         Name change Advertisement in a leading Indian newspaper (Please send full page of the newspaper. No photocopies or cuttings are acceptable.

6.         Name change Advertisement in a leading Ugandan newspaper (Please send full page of the newspaper. No photocopies or cuttings are acceptable)

7.    At least two public/school documents issued in the desired/applied changed name [new name] to ascertain that the applicant has actually changed his/her name.

8.    In case of Change in Address please attach any one of the following:

a.) Water/Electric/Telephone/Gas connection bill 

b.) Valid Ration card/ Aadhar Card/ Election Commission photo ID 

c.) spouse passport copy.

11.       Emergency Certificate

 Emergency certificate is a one-way travel-one-time document, which is issued to Indian nationals who do not hold valid Indian passports and need to travel back to India. It is usually issued to persons detained by Ugandan authorities who are to be deported back to India and to Indian nationals who wish to travel to India on an emergency basis. The following documents will be required for this purpose:

3.         A copy of previous Indian passport, wherever possible

4.         Police report in original if the Passport is lost (the Police report MUST include Passport number) 

5.         Proof of Indian nationality if passport is not available

6.         One way travel Itinerary

7.         Note : Please do not make firm travel bookings before receiving the Emergency Certificate.

8.         Processing Time: No maximum time can be prescribed – it depends on time taken to verify Indian nationality

12.       Where & how to send the Application? 

1.           All applications are required to be completed online.

2.           Applicants are required to do one time registration at  https://embassy.passportindia.gov.in/ External website that opens in a new window (Passport Seva at Indian Embassies and Consulates) and create a USER ID.

3.           Login - using the newly created USER ID and fill in the user-friendly application form online at the same portal. 

4.           After submitting the form online, take a printout of the application.

5.           Affix photo and put signatures at the designated place.

6.           Submit the printout along with requisite documents and prescribed fees at High Commission of India , Kampala  plot no. 11. Kyandondo Road Nakasero,

13.       Specifications for the Passport photos

1.         The image should be 2 inches by 2 inches; For photo specifications, please visit  https://hci.gov.in/kampala/?pdf2864?000 External website that opens in a new window 

2.         The image must have adequate brightness and contrast;

3.         The skin tone should be natural.  In case of over-exposure or under-exposure of the photo, the skin is either too dark or too light, photo will not be acceptable; It should show a close up of the head and (partial) shoulders;

4.         The image should be straight looking, centered with neutral expression;

5.         Face should be in sharp focus and clear with no ink marks/creases/lines;

6.         The eyes must be open and no hair obscuring the face;

7.         Prescription glasses if worn should be clear and thin framed and should not have flash reflection or obscure the eyes;

8.         Head coverings, hair, head-dress or facial ornaments should not obscure the face;

9.         The photo must have plain light background;

10.       There must be no other people or object in the photo;

11.       The lighting must be uniform with no shadows on the face or behind;

12.       Red eye photos are not allowed;

13.       No lines are allowed.

14. Emergencies

Holidays, business trips, confirmed bookings made before obtaining passport do not qualify as emergencies and will not be treated as such. Emergencies by definition refer to unexpected urgent situation. Emergency applications must be supported by documentary evidence.
