Second instalment of funds for High Impact Community Development Projects (HICDPs)

India has released the second tranche of funds, amounting to MVR 11,607,994, to the Government of Maldives for implementation of 11 grant projects under the High Impact Community Development projects (HICDP) scheme. To recall, the first installment of MVR 10,154,198 was transferred to the Government of Maldives in July 2020.

2.         Under an umbrella MoU on HICDPs signed in March 2019, 12 socially impactful grant projects have been identified for execution in the Maldives through a total grant allocation of USD 5.6 million (MVR 85 million). HICDPs constitute an important dimension of the vibrant development partnership between India and the Maldives. These projects are driven by the needs of communities on the islands. They are steered and executed by City and Local Councils and are expected to enhance the capacities of locally-elected representatives and support the decentralization efforts of the Government of Maldives.

3.         Projects currently in progress under the HICDP scheme include construction of 3 Fish-Processing Plants in Maradhoo, Hithadhoo and Hulhudhoo and establishment of 5 Tourism Zones in Feydhoo, Meedhoo, Hithadhoo, Hulhudhoo and Maradhoo of Addu City, setting up a Bottled-Water plant in Hoarafushi, construction of a Drug Detox Centre in Hulhudhoo, Addu City, and, a Soil-testing lab at the Agricultural Research Centre in Hanimaadhoo. The release of funds is intended to support continued progress on these 11 projects. During the recent visit of External Affairs Minister Dr. S. Jaishankar to the Maldives in February 2021, another project was taken up for implementation under the HICDP scheme viz. establishment of a fish processing plant in Noonu Atoll, Kendhikulhudhoo. Work on this project is expected to commence soon.

4.          The Government of India hopes that the swift completion of these projects will make a difference to communities on the islands, and write a new chapter of partnership between India and Maldives. Although outbreak of the COVID-19 pandemic has caused understandable delays in the progress of work last year, we hope that the implementing agencies namely the Local Councils and concerned Ministries will drive the process forward with renewed vigour to target completion of all 12 HICDPs by the close of 2021.
